Because of the limitations of the pen and ink medium, creating an atmospheric effect is difficult. What I was trying to portray in this drawing was the feel of a very heavy, overcast morning without the ability to effectively render the tonal qualities of the scene. I decided to leave clouds as plain white space and let the viewer's imagination complete the picture.
